Almost every account I audit has the same quiet problem: Google Ads is being told the wrong thing about what a "conversion" is. Page views counted as leads. The same form fill counted twice. Phone calls not tracked at all. Smart Bidding then optimizes hard toward whatever you accidentally told it to chase.
Fixing tracking is not glamorous, but it is the highest-return task in any account. On the Gainesville Dentistry and Xana Medi Test accounts, broken tracking was one of the first things I rebuilt, before touching bids or budgets.
Step 1: Decide what actually counts as a conversion
Before opening Tag Manager, write down the one or two actions that mean a real prospect showed up. For a service business that is usually a submitted enquiry form and a call of meaningful length. For ecommerce it is a purchase.
- Primary conversions are the actions you want Google to optimize toward. Keep this list short.
- Secondary conversions (newsletter signups, brochure downloads, button clicks) are useful for reporting but should not drive bidding.
If a conversion can happen without a real person being interested in buying, it should not be a primary conversion.
Step 2: Install the Google tag through GTM
In Google Tag Manager, create a Google Ads Conversion Tracking tag for each primary action. You will need the Conversion ID and Conversion Label from the conversion action you created inside Google Ads. Also add the Conversion Linker tag, firing on all pages, so click information is stored correctly.
Step 3: Choose a trigger that matches a real lead
This is where most mistakes happen. Your options, from most to least reliable:
| Trigger | Best for | Watch out for |
|---|---|---|
| Thank-you page view | Forms that redirect after submit | Anyone who reloads or bookmarks the page creates a fake conversion |
| Form submission event (dataLayer) | Forms that stay on the same page | Needs a developer or a form plugin that pushes an event on success only |
| Click on call button | Mobile call tracking | Counts intent to call, not a connected call |
| Calls from ads (call assets) | Lead gen by phone | Set a minimum call length so short misdials do not count |
Avoid "all form submit" triggers that fire on a click of the submit button. They count failed submissions with validation errors as leads.
Step 4: Connect GA4, but do not rely on it alone
You can import GA4 key events into Google Ads, and it is a handy backup. But GA4 and Google Ads attribute differently, so numbers will not match exactly. I prefer native Google Ads conversion tags for bidding, with GA4 as a second source for reporting and sanity checks.
Step 5: Turn on enhanced conversions
Enhanced conversions send a hashed version of the email or phone number the person typed into your form, which helps Google match conversions that cookies alone would miss. In GTM you can enable it on the conversion tag and map the form fields. It is worth the extra twenty minutes, especially as browsers restrict cookies further.
Step 6: Test before you trust it
- Open Tag Assistant (or GTM Preview mode) and walk through the exact path a customer takes.
- Submit a real test enquiry and confirm the tag fires once, only after success.
- Check the conversion status inside Google Ads. It should move from "No recent conversions" to "Recording conversions" within a day or so.
- Make a test phone call if you track calls, and confirm it appears with the right duration.
- A week later, compare Google Ads conversions with the leads actually in your CRM or inbox. They should be close.
Common mistakes I fix most often
- Counting page views or scroll depth as primary conversions
- Both a GA4 import and a native tag counting the same lead, so it is counted twice
- Conversion value left at a default number that does not reflect reality
- A conversion window that is too short for a long sales cycle
- Tracking installed on the site but never tested after a redesign
Once tracking is trustworthy, the next step is making sure the leads it counts are actually good. I cover that in lead quality vs volume.
